In 2003, Chuck and Debby Garriott moved to Washington, DC to develop a gospel outreach to people in government called Ministry to State. In these early days, it became evident that the Washington culture communicated through publication of books. Riott Publishing was established as an appropriate means of communicating Biblical truth to those who serve in government.
